To co-ordinate all the activities for the processing of Refund payments; record and allocate approved funds and monitor the monthly Refund Allocation and payments in accordance with the FAA Act and other relevant Acts and policies.

 

KEY OUTPUTS

  • Refund Claims for payment assigned; 
  • Refund Register maintained; 
  • Reimbursement Statement prepared; 
  • Payment Vouchers certified; 
  • Reports submitted and prepared. 

 

KEY RESPONSIBILITY AREAS

Technical and Professional Duties: 

  • Vets all claims received for stamp, showing certification and authorization signatures and approve amount to be paid; 
  • Assigns claims to the Refunds Officers in batches according to the respective Tax Types (PAYE, CIT, GCT, SCT and W/Tax); 
  • Ensures that all Refund Claim Batches received are logged in the Refund Case Tracking System and respective Registers; 
  • Records all claims with discrepancies and returns to the Refunds Processing Unit ;
  • Ensures that the Refund Verification Officers log all claims received;
  • Ensures that claims are processed using the First In First Out (FIFO) method;
  • Receives and records the amount allotted for reimbursement; 
  • Prepares the Reimbursement Statement for refund; 
  • Prepares report for allocation of reimbursement and monitors payment in accordance with approved Refund Payment Plan;
  • Ensures that all Refund Claim Registers are maintained; 
  • Updates the Reimbursement Register with payment information from the automated system; 
  • Certifies all Refund Payment Vouchers; 
  • Verifies information on Refund Certificates received against supporting documents and submit same for payment; 
  • Verifies all spoilt and cancelled cheques on the system, updates Reimbursement Register and submits to designated officer; 
  • Prepares and submits all reports; 
  • Performs all other duties assigned by the Manager, Refunds Management; 

 

PERFORMANCE STANDARDS

This job is satisfactorily performed when: 

  • The Refund Claims for payment are assigned within the established timeframe; 
  • Refund Registers are maintained in accordance with the established standards and timeframe; 
  • Reimbursement Statements are prepared as stipulated and submitted within the agreed timeframe; 
  • Payment Vouchers are certified within the agreed timeframe; 
  • The Human Resource functions are equitably executed in accordance with the relevant policies and guidelines; 
  • Accurate and comprehensive reports are prepared and submitted monthly; 

 

AUTHORITY TO:

  • Certify Payment Vouchers; 
  • Prepare Reimbursement Statement; 
  • Assign Refund Claim Batches; 
  • Monitor Refund Payment.

 

REQUIRED COMPETENCIES

Specific Knowledge 

  • Comprehensive knowledge of the Integrated Tax Administration System (ITAS);
  • Comprehensive knowledge of the Refunds Case Tracking System;
  • Working knowledge of Microsoft Suite; 
  • Knowledge of the Financial Administration and Audit (FAA) Act and other relevant Acts; 
  • Knowledge of the functions and operations of Tax Administration Jamaica. 

Required Skills and Specialised Techniques 

  • Excellent communication, interpersonal and team skills; 
  • Excellent time management skill. 

Qualification and Experience 

  • BSc in Accounting or Business Administration with major in Accounting or the equivalent qualifications; 
  • Training in Government Accounting; 
  • Three (3) years work related experience.

 

WORKING CONDITIONS

  • Normal office environment.
