JOB PURPOSE

Under the direct supervision of the Professional Accountant (FMG/PA 2), the Accounting Technician (FMG/AT 3) is responsible for monitoring Expenditure Control Statements systems for recurrent and deposit accounts within the approved budget. The officer is also responsible for ensuring that compulsory statutory deductions are posted and prepared and the direct supervision of the cashier functions.

  • AIA and Revenue Records/Statements checked.

  • Bank Reconciliation statements checked, verified and posted. 

 

KEY RESPONSIBILITY AREAS

Management/Administrative 

  • Prepares and submits monthly, quarterly and annual reports. 
  • Contributes to the preparation of the Corporate and Operational Plans and budget of the Unit.
  • Maintains accounting files and records for easy retrieval. 

Technical/Professional Responsibilities 

  • Certifies Commitment and Payment vouchers. 
  • Ensures that filing of vouchers are carried out in accordance with government guidelines.
  • Checks and verify payment of claims with supporting documents. 
  • Ensures that bills, statutory deductions and utility bills are paid. 
  • Checks paybills and task claims for accuracy before Salaries Officer inputs on payroll system.
  • Prepares Annual Returns for Inland Revenue Department. 
  • Checks and verifies bank lodgments. 
  • Check Bank Reconciliation Statements. 
  • Check AIA/Revenue Records/Statements to ensure all entries posted and accuracy.

Other Responsibilities 

  • Performs any other related duties as directed by the Professional Accountant.

 

 

PERFORMANCE STANDARDS

  • Expenditure Statements checked on a daily basis in accordance with the principles set out in the FAA Act. 
  • Vouchers are accurately posted and certified in accordance with the provisions of the FAA Act in accordance with the agreed timeframe. 
  • Bills are accurately prepared and paid within the specified timeframe. 
  • Annual returns are accurately computed and paid over within the specified timeframe.
  • Lodgments paid over by the Cashier are accurately checked and verified within the agreed timeframe. 
  • Accurate information provided upon request. 
  • Filing of vouchers monitored and accurately posted to the FINMAN system in accordance with the GOJ FAA act. 
  • Accurate advice provided in a timely manner. 
  • AIA and Revenue Records/ Statements checked for accuracy and completeness in accordance with the GOJ accounting standards and policies. 
  • Bank Reconciliation statements checked and verified for accuracy and posted to the FINMAN system in accordance with the GOJ accounting principles and the FAA act. 
  • Reports are comprehensive and accurately produced within the specified timeframe.

Technical

  • Sound knowledge of the Government of Jamaica Financial Administration and Audit Act (FAA). 

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s Degree in Accounting or Management Studies with Accounting or BBA Degree; or successful completion of three (3) years of any of the Bachelor’s Degree programmes mentioned above from an accredited University. 
  • Plus one (1) year’s relevant experience. 

OR 

  • Diploma in Accounting from an accredited University or Community College;

OR

  • ASc. Degree in Business Studies/Business Administration from an accredited tertiary institution;

OR 

  • ASc. Degree in Accounting, MIND;

OR 

  • Diploma in government Accounting MIND, government Accounting Levels 1,2 & 3;
  • Plus at least two (2) years’ relevant experience. 

OR 

  • AAT Level 3 or ACCA-CAT Level C/Level 3 or ACCA Level 1 or NVQJ Level 3; Accounting;
  • Plus two (2) years’ relevant experience.
