To maintain a reliable and efficient Information and Communication Technology (ICT) environment, update and maintain the computer system and related equipment in the Revenue Service Centres (RSCs) and Tax Offices.

 

KEY OUTPUTS

  • ICT Systems checked and queries reported and/or resolved; 
  • System backed-up and off-site storage maintained; 
  • ICT security procedures enforced; 
  • System integrity and authenticity verified; 
  • ICT equipment inventoried; 
  • ICT hardware and software configured and maintained; 
  • Reports prepared and submitted. 

 

KEY RESPONSIBILITY AREAS

Technical and Professional Duties 

  • Resolves and/or reports systems errors and maintains logs; 
  • Identifies and addresses all system application queries and/or issues; 
  • Liaises with the Systems Administrator to effect complex changes resulting from computer system issues to prevent future occurrence; 
  • Maintains the inventory of internal and external user accounts for all systems;
  • Performs daily back up of “File Share” with the use of relevant software; 
  • Performs weekly back-up of the Motor Vehicle Title Tracking System (MVTTS), and the user files stored on the server; 
  • Performs daily back up of the National Motor Vehicle Registry (NMVR) logs. (Kingston RSC) 
  • Updates and maintains a log of all off-site back-ups executed and transmits to the off site storage; 
  • Advises the relevant Heads of Sections of changes/new patches to the corresponding system and prepares as well as conducts training on the changes;
  • Sensitizes users on ICT operational procedures; 
  • Sensitizes staff and encourages their adherence to ICT security procedures; 
  • Informs the Systems Administrator and General Manager/Collector of Taxes of all breaches identified; 
  • Identifies and investigates misuse of users' access upon discovery; 
  • Updates and maintains detailed logs of all ICT equipment as well as the dispatch and receipt of the equipment (i.e. printers, copiers, PCs, UPS, etc.) leaving and entering the office; 
  • Installs, tests and configures new and existing computer hardware and software applications to facilitate end users on TAJ’s network; 
  • Creates and disables user accounts for INCRS, MVTTS, and Tax Portal(e-care);
  • Assists staff with using various computer applications and customers with e-filing; 
  • Assists with identification of issues with the equipment which may hinder the Collections Officers from accurately balancing daily transactions; 
  • Researches and keeps abreast of new and existing trends and developments in information technology in particular to computer hardware and software; 
  • Participates in meetings, workshops and discussions regarding matters that will affect the operations of the Tax Offices; 
  • Generates Management Information System (MIS) reports upon request;
  • Prepares and maintains schedules for transmitting archive tapes for off-site storage;
  • Conducts application and hardware troubleshooting exercises; 
  • Performs daily and weekly back-up of the Integrated New Cash Remittance System (INCRS); 
  • Participates in User Acceptance Testing (UAT) to assure business rules are adhered to while verifying the integrity of the applications; 
  • Participates in system disaster and system failure recovery; 
  • Participates in and assists Office Managers with Board of Survey (BOS) exercises; 
  • Participates in off-site collection programs (i.e. Taxpayer Service and Property Tax Collection Drives at Community Centers); 
  • Participates in Internal System Hardware Maintenance (i.e. Assist Computer Operator with Maintenance activities);
  • Verifies and confirms maintenance activities of Service Providers (i.e. AIS Cashier Printer maintenance schedule, E-Gov Driver’s License System); 
  • Monitors and assist Service Providers in resolving and troubleshooting problems; 
  • Monitors and assist with the maintenance of Anti-Virus services and definition files update; 
  • Conducts periodic and random checks to verify the authenticity of application transactions; 
  • Liaises with Service Providers to ensure system reliability and continuity. (i.e. e-Gov system INCRS); 
  • Provides technical support and input into System decision to Manager, Property Services; 
  • Requests computer/printer items through System Administrator/Manager as needs arise from Asset and Inventory Management Unit (AIMU); 
  • Supports the identification of risks within the organization and by extension the respective area of work; 
  • Performs any other ICT related-duties assigned by the Systems Administrator. 

 

PERFORMANCE STANDARDS

This job is satisfactorily performed when: 

  • ICT Systems are checked and queries and/or issues are reported or resolved within the agreed timeframe; 
  • All Systems are backed-up and off-site storage is maintained in accordance with best practices and agreed timelines; 
  • All ICT security procedures are enforced and maintained in accordance with stipulated guidelines; 
  • System integrity and authenticity are verified in accordance with stipulated guidelines and procedures; 
  • All ICT equipment are inventoried according to the prescribed procedures; 
  • ICT hardware and software configured and maintained in accordance with stipulated guidelines;
  • All reports generated are accurately and comprehensively prepared in the required format and submitted by the due date. 

 

AUTHORITY TO:

  • Create, enable and disable INCRS, MVTTS and e-care user accounts;
  • Investigate misuse of user accounts; 
  • Configure equipment to be used on the network; 
  • Recommend correction to software errors; 
  • Recommend system enhancement and tools to optimize job performance. 

 

REQUIRED COMPETENCIES

Specific knowledge: 

  • Comprehensive knowledge of the operating systems and applications used by TAJ;
  • Comprehensive knowledge of computer architecture; 
  • Comprehensive knowledge of the operations and functions of TAJ;
  • Working knowledge of the various tax laws, policies and procedures. 

Required Skills and Specialised Techniques 

  • Excellent decision making, judgment, analytical and planning skills;
  • Excellent time management and organizing skills; 
  • Very good communication, team and interpersonal skills;
  • Ability to assess and mitigate against risks; 
  • Keen eye for detail. 

Qualifications and Experiences 

  • Bachelor’s Degree in Computer Science or its equivalent;
  • Certificate in Comptia A+ would be an asset; 
  • Certificate in Cisco (CCNA/CCNP) would be an asset; 
  • Two (2) years experience in a related area.
