The Chief Financial Officer oversees financial operations, ensuring compliance with relevant acts, managing budgets, statements, payroll, and financial reporting for the Corporation.

 

Job Purpose

Reporting to the Chief Executive Officer, the Chief Financial Officer is responsible for overseeing and reporting on the financial and accounting operations of the Agro Investment Corporation in accordance with the FAA Act, Public Bodies Management and Accountability Act, funding agency contracts and generally accepted accounting principles. This includes, among other things, ensuring the maintenance of payroll, payables, revenue, general ledger and bank accounts, the filing of statutory payments, the development of the organization’s budget and the preparation of financial statements and reports. 

 

Key Responsibilities

Planning and Control 

  • Oversees the preparation of the Agro Investment Corporation’s annual budget, ensuring its alignment with the Corporate Plan; 
  • Prepares Finance and Accounts’ inputs to the Corporate Plan and budget to ensure that the department’s objectives and targets are reflected;
  • Analyses on an ongoing basis the trend of actual expenditure against the approved budget and submits analytical reports, including recommended remedial action on material variances to the Chief Executive Officer; 
  • Develops and periodically updates finance and accounting policies and procedures in keeping with applicable Government accounting laws and regulations and the terms of funding agency contracts where applicable, oversees their implementation and ensures compliance;

Management and Financial Data/Report 

  • Implements a system of management accounting and reporting to meet the operational requirements of the Agro Investment Corporation; 
  • Co-ordinates the operation of the Agro Investment Corporation performance reporting system to ensure compliance with funding agencies’ requirements;
  • Ensures the preparation of monthly and annual financial reports for both expenditure and revenue and conducts reviews to ensure completeness and conformity to prescribed standards; 
  • Ensures the preparation of schedules for Auditors; 
  • Addresses concerns raised by the Auditor General’s and internal and external Auditors queries and reports; 
  • Advises management on financial trends and issues; 
  • Preparing quarterly expenditure forecast; 
  • monitoring expenditure on projects and programmes;

Payroll

  • Ensures the prompt and accurate payment of salary, statutory deductions, and other approved deductions to relevant persons and agencies 

Accounts Receivable/Payable 

  • Ensures that a proper system is in place for the collection and safeguarding of revenues and other receipts and that these are lodged to the relevant bank accounts; 
  • Monitors payment requests and ensures that actual expenditure is within budget;
  • Ensures that there is a proper system of certification and authorization of payments in accordance with the prescribed conditions of regularity and propriety in keeping with the provisions of the FAA Act and the financial management and disbursement procedures of the respective funding agency requirements; 

Human Resource Management

  • Manages the work of subordinates through effective objective setting, delegation and communication; agrees objectives and performance targets with subordinates and conducts interim and annual performance appraisals; 
  • Undertakes various human resource functions including but not limited to hiring, performance appraisals, promotions, transfers, and vacation scheduling with the department; 
  • Assesses staff training requirements with the department on an on-going basis and ensures provision of structured training programs and on-the-job coaching to develop required skills and knowledge;

Other

  • Assesses, at intervals, the efficiency and effectiveness of the Finance & Accounts Department; develops, implements, and communicates process improvements
  • Performs any other related duties assigned by the Chief Executive Officer from time to time 

 

Minimum Required Qualification and Experience

  • Master’s degree in finance with an emphasis on Accounting from a recognized University or equivalent qualifications and membership in an internationally recognized accounting institute (ACCA, CPA or equivalent) 
  • A thorough understanding of Public Financial Management and knowledge of Government budgetary process. 
  • Specialized training in financial planning and management 
  • Ten (10) years related experience, of which at least four (4) must be in a managerial position.
