Conducts audits and inspections to ensure compliance with standards at blood facilities, reviews and updates policies, coordinates training, advises on technical matters, liaises with local and international organizations, and manages workforce.

 

JOB PURPOSE

Provide strategic leadership to the Island wide Blood Transfusion Service. Coordinates scientific, technical, and operational management activities of the professional service and is accountable for the adequacy, delivery and efficient of the high-quality National Blood Transfusion Service

Key responsibility areas INCLUDES:

The duties and responsible include but not limited to the following:

  • Perform clinical audit and inspections of the pre-transfusion testing laboratory facilitates, infusion sites, and blood collection centers to enable compliance to standards and policies.
  • Review the content and scope of existing policies, procedures and guidelines of the Island wide Blood Transfusion Service and recommends changes as needed.
  • Coordinate training and workforce developmental programmes for Island wide Blood Transfusion Service.
  • Review staffing levels and ensure that they are appropriate for current and projected service demands of the Blood Transfusion Service
  • Provides technical advice and recommendation to the Ministry of Health, Regional Health Authorities on matters pertaining to scientific/technical and operational activities of the Island wide Blood Transfusion Service
  • Liaise with relevant local and international organizations in developing the Blood Transfusion Service
  • Manage the professional workforce including recruitment, selection, induction, definition of job roles, appraisal, performance, career development, training, retention, sickness, leave, absence, grievance, and discipline.
  • Maintain adequate staffing levels within the professional service.

OTHER RESPONSIBILITIES

  • Performs other related functions assigned from time to time by the Supervisor.

 

PERFORMANCE STANDARDS

  • Confidentiality and integrity exercised.
  • Effective leadership is demonstrated.
  • All operating procedures and test algorithms are updated and documented.
  • Strategic, operational, and service developmental plans for departments are prepared within the agreed timeframe and in accordance with quality policy.
  • The Budget and other key deliverables are prepared and submitted within agreed time frame.
  • Reports on the performance of the departments are comprehensive, accurate and submitted within the agreed timeframe.
  • The development and welfare of the staff are adequately addressed.

 

SPECIAL CONDITION ASSOCIATED WITH JOB

  • May require the movement of items weighing up to 15Kg with and without the use of mechanical aids.
  • High levels of concentration required to ensure reliable results/service and safe product to clients.
  • Daily exposure in a controlled environment to contained and uncontained blood samples/donations, potentially infected material and contaminated equipment.
  • Daily exposure to low temperatures, working with refrigerators or walk-in cold rooms.
  • The handling of hazardous chemicals and materials

 

MINIMUM REQUIRED QUALIFICATION AND EXPERIENCE 

  • Bachelor of Science in Medical Technology from an accredited tertiary institution
  • Post Graduate Diploma in General Management or equivalent.
  • Registered as a Medical Technologist with the Council for Professions supplementary to medicine.
  • Ten (10) years minimum proven management experience at a senior management level.
  • Formal Training or Certificate in Laboratory Quality Management System/ Medical Laboratory Standard (ISO).
  • Extensive knowledge and experience in Blood Banking operations.
