BACKGROUND
Based on modeled estimates and case-based surveillance data, it is estimated that 29,000 persons are currently living with HIV in Jamaica. Approximately 84% of the estimated number is aware of their status. This is followed by a significant gap in the continuum of care with 43% of those diagnosed on ARVs and 55% of those on treatment being virally suppressed.
The Data Manager (MIS/IT4) will work closely with the HIV Treatment, Care, and Support (TCS), and the Behaviour Change and Communication (BCC) teams. The officer will support the effective implementation and monitoring of the Regional or National HIV Programme activities HIV (NHP), and contribute to the achievement of their programme goals and objectives.
OBJECTIVES
- To input, upload or scan data in the relevant databases to facilitate the monitoring and evaluation functions of the NHP.
- To support the implementation of monitoring and evaluation (M&E), and research activities outlined in the Region’s work plan.
- To strengthen the capacity of TCS and BCC personnel in data entry and data management through provision of technical assistance.
- Provide technical supervision for data entry clerks to ensure integrity of data.
KEY RESPONSIBILITIES AND DUTIES
- Perform timely and accurate data entry in several different databases including highly confidential information
- Develop and maintain tracking system for reports received and processed by the South East Regional Health Authority (SERHA) HIV/STI/Tb Unit
- Assist with the gathering/collation of data and data collection forms from various sources
- Maintain a filing system for data entry forms
- Perform validation and verification of data entry activities with documentation of findings
- Collaborate with professional staff and field officers in the collection, collation, and analysis of data from the M&E system, including data for reporting to donors (e.g., AHF, UCSF, CDC)
- Prepare reports for submission for monthly, quarterly and annual HIV/STI/Tb M&E Updates, including also reports on the prevention and treatment cascades
- Participate in training workshops and Regional Data Reviews to build capacity in Data Quality and Data Appreciation among team members.
- Work closely with data entry and other team members to prepare reports
- Perform duplication checks on data entry forms
- Perform simple systems administration duties such as backing up databases, internet search, antivirus updates, etc. as required
- Assist in testing newly developed database systems and spreadsheets.
- Perform integrity checks to ensure data remains consistent across database.
- Ensure there is provision for data security and recovery.
OTHER RESPONSIBILITIES
- Liaise with other data entry personnel and users of the TSIS database to ensure the accuracy of data entered and of reports generated.
- Liaise with and support the field officer in collection of data needed for generation of reports to be submitted to Donor agencies and the National level.
- Performs any other duties as assigned, from time to time.
KEY OUTPUTS
- Submission of monthly and quarterly reports on M&E activities, Input/Import and perform validity checks for data
- Assist with other statistical updating exercises undertaken by the SERHA
- Provide quality supervision to all data entry clerks.
- Perform any other duties assigned from time to time.
REPORTING RELATIONSHIP
The Officer will report directly to the Regional HIV/STI/Tb Coordinator or his/her designate, and indirectly to the Medical Officer of Health in charge of HIV at each facility.
QUALIFICATIONS AND EXPERIENCE
- Familiarity with the current HIV databases is an asset
- BSC in Computer/Information Science or
- ASC in Computer Science with 3-5 years experience in a similar capacity.
