The Director, Contraband Enforcement Team, under the Deputy CEO Border Protection, leads in border protection, customs law enforcement, revenue optimization, anti-corruption efforts, and border management strategies.

 

Job Purpose

Under the direct supervision of the Deputy Chief Executive Officer Border Protection, the Director, Contraband Enforcement Team is responsible to: 

  • Protect Jamaica’s borders and Jamaican society by playing a leading role in the detection and seizure of illegal goods crossing the Jamaican borders.  
  • Provide strategic direction to the enforcement of customs laws.  
  • Provide strategic direction to maintain an effective deterrent against persons committing customs offences, thereby optimising revenue collection and compliance. 
  • Provide strategic direction to support the anti-corruption activities of the Jamaica Customs through enforcement actions by CET Officers. 
  • Oversee the border management activities of the Jamaica Customs with the use of technologies, tools, techniques, and aids such as canines, body-worn cameras, etc., to effectively perform detection duties related to drugs, explosives, ammunition, contrabands, money, and other illegal substances.? 

 

Key Responsibility Areas

Technical/Professional Responsibilities 

  • Directs strategic and tactical research, review of operations and decisions concerning the enforcement of customs laws.  
  • Provides strategic advice and reports on Enforcement matters and CET operations to CEO and D/CEO Border Protection. 
  • Develop strategic and tactical working practices with other law enforcement agencies to identify, deter, prevent, and interdict customs offences. 
  • Maintains relationships with key law enforcement agencies in Jamaica and externally.  
  • Provides strategic oversight and tactical planning of the relationship with other Divisions/Branches within the Agency to better drive enforcement operations and activities.  

Management/Administrative Responsibilities?? 

  • Provides day-to-day leadership and direction in the Branch's development and continual performance improvement and oversees the branch activities and operations. 
  • Led strategic planning and review process for the activities of the CET Branch. 
  • Monitoring and reviewing the Branch’s performance to ensure its agreed performance targets are met. 
  • Ensures that all required processes, systems, and controls are in place within the Branch to enable the achievement of its objectives effectively and efficiently and ensure the effective and efficient use of resources.?? 
  • Ensures that appropriate communication and knowledge management systems are in place within the Branch and with other internal or external Units and Divisions/Branches to facilitate the sharing of relevant information in an accurate and timely manner.?? 
  • Ensures that the work of the Branch is adequately documented to facilitate the development of operational manuals, outlining applicable policies and procedures for the operational activities, with the view to amalgamating them into a single Operations Handbook for Jamaica Customs.?? 
  • Establishes and maintains a culture that fosters teamwork, employee empowerment and commitment to the branches and organisations’ goals.?? 
  • Prepares reports and project documents as?required.????? 
  • Develops, monitors, and coordinates budget preparation and monitoring and signs off on related requisitions for the Branch.?? 

Human Resource Responsibilities 

  • Creates an effective team within the CET Branch to achieve the Agency’s objectives and targets by: 
  • Ensuring that the staffing needs of the branch are met through appointments, promotions staff development training and discipline by Agency policies and procedures. 
  • Ensuring the management and continuous performance of staff within the Branch through the implementation of the performance management system. 
  • Ensuring the effective and efficient use of resources.  
  • Participates in recruiting staff for the section and recommends transfer, promotions, terminations, and leave according to established human resource policies and procedures.? 
  • Provide leadership and guidance to direct reports through effective planning, delegation, communication, training, monitoring, and coaching.? 
  • Ensure the welfare and development needs of skills in the Branch are identified and addressed.? 
  • Recommend disciplinary action where necessary in respect of direct reports.? 

Customer Service Responsibilities? 

  • Maintains customer service principles, standards, and measurements.? 
  • Identifies and incorporates the interests and needs of customers in business process design.??? 
  • Ensures critical success factors are identified and meet expectations.?? 

Other Responsibilities? 

  • Performs all other duties and functions as may be required occasionally.?? 
  • May be required to provide witness statements, attend court proceedings, and give evidence.? 
  • Enforces Health, Safety and Environmental Policies & Procedures and mitigates and minimises workplace hazards.??

Technical 

  • Expert knowledge of Jamaica’s Customs Acts and Regulations.  
  • Knowledge of operations risk management and intelligence in the law enforcement environment. 
  • Thorough knowledge and understanding of enforcement management and compliance management in the customs/law enforcement environment. 
  • Thorough knowledge and understanding of the enforcement principles of regulatory and criminal laws. 
  • Good understanding of the policies and procedures controls for Customs in Jamaica.  
  • Good knowledge of international best practices in Customs, Law Enforcement and Border Protection. 
  • Working knowledge of relevant computer applications and systems. 

 

Minimum Required Education and Experience

  • Master’s Degree in Business Administration/National Security/Border Protection discipline/area of study or equivalent qualification with at least eight (8) years experience in a managerial position and three (3) years related experience;  

OR 

  • Bachelor’s Degree in Business Administration Business Administration/National Security/Border Protection discipline/area of study or equivalent qualification with at least twelve (12) years of managerial experience and five (5) years of related experience. 
  • Supervisory Management training and experience. 
  • Experience in applying the Customs Act Laws 
  • Specialized knowledge and training in Customs Administration. 
  • Knowledge and understanding of intelligence gathering and coordination. 
  • Experience in the enforcement of regulatory or criminal laws. 
  • Knowledge of the use and application of Risk Management 

 

Special Conditions Associated with The Job

  • Work will be conducted in various offices with standard office equipment and specialised software.  
  • Involves working in a fast-paced environment with ongoing interactions with critical stakeholders. 
  • On call 24 hours. 
  • A high degree of travelling may be required island-wide. 
  • May be required to carry a firearm and exposed to a significant threat to personal safety due to involvement in law enforcement operations.  
  • May be required to attend court proceedings.  
  • Subject to continuous vetting including polygraph testing.
