The IDB Group Office of Ethics (ETH) is looking for a dynamic, resourceful, and reliable Ethics Prevention Senior Associate.

 

About this position

As an Ethics Prevention Senior Associate, you will be responsible for responding to employee consultations regarding the interpretation and application of the IDB Group Codes of Ethics and Professional Conduct (‘‘the Code/s”), recommending appropriate mitigating or remedial actions as necessary, and supporting the Declaration of Interests Program. Additionally, you will be expected to develop trusting and collaborative relationships with IDB and IDB Invest management and employees in the IDB Group’s relevant regions’ Country Offices (Central America, Caribbean, South America) to accomplish other diverse functions, such as delivering training and outreach activities, handling the intake of consultations and allegations of misconduct, collaborating in misconduct investigations, and supporting or leading other special projects.

You will work in the Prevention Team of the Office of Ethics (ETH). This team is responsible for providing impartial assistance to employees and management of the IDB and IDB Invest in reviewing and resolving matters regarding ethics and workplace conduct. The Office helps prevent possible misconduct and promotes ethical behavior and workplace conduct through different activities. ETH answers consultations and provides advice in response to requests for interpretation of the Codes; administers the Declaration of Interests Program (which requires that all IDB Group employees either complete a detailed annual reporting of their financial and outside interests or certify compliance with the Codes); and leads training, outreach, and communications initiatives.  The Office also receives and investigates allegations of misconduct, as provided in IDB Group policies.

 

What you’ll do

  • Provide excellent customer service to IDB Group employees regarding the interpretation and application of the Codes with respect to conflicts of interest and other related matters. This implies, among others, conducting research, analyzing, and giving timely, clear, and logical written and oral answers to a high volume of complex consultations.
  • Coordinate and consult with other IDB Group Departments or other outside experts to gather information, or benchmark, on relevant issues regarding consultations and recommend appropriate mitigating or remedial actions as necessary and appropriate to ensure compliance with the Codes.
  • Provide technical support and peer review to teams or Departments outside ETH who require expertise and/or advice regarding specific Codes’ issues, such as conflicts of interest or acceptable financial or outside activities.
  • Support the intake of consultations and allegations of misconduct, as appropriate.
  • Support the preparation and administration of the IDB and the IDB Invest Declaration of Interests (DOI) Program. This includes collaborating closely with outside consultants and the Human Resources and Information Technology Departments and providing user support during the launch and open period of the program.
  • Monitor and ensure compliance by conducting reviews of all declarations for potential conflicts of interest. If conflicts are identified, handle, mitigate, or otherwise address them.
  • Brief ETH team leaders and the Ethics Officer on high-level, complex consultations and DOI matters and recommend appropriate mitigating or remedial actions as necessary.
  • As a member of a multidisciplinary team, build trusting and collaborative relationships with IDB and IDB Invest employees in the relevant region to provide information about ETH and its services, the IDB Group’s anti-retaliation policy, and encourage consultations and reporting misconduct.
  • Collaborate and participate in developing and delivering training, outreach, and communication programs and initiatives.
  • Support the work of ETH investigations, with a special focus on conflict of interest.
  • Lead, collaborate, or support various special projects or activities to carry out the ETH work program, including data analytics, and recommend improvements to ETH’s work and services.
  • Build networks and coordinate activities with similar officers in other multilateral institutions to promote coordination, best practices, and knowledge sharing. 

 

What you'll need

  • Education: Master’s degree (or equivalent advanced degree) in Education, Law, Ethics, Business, Human Resources, or other fields relevant to the role's responsibilities. 
  • Experience: At least four years of progressive experience in one or more of the following areas: ethics and compliance, experience in conducting analysis and providing advice specifically around conflicts of interest and practical knowledge or experience with disclosure of interest programs in international or other public organizations and/or experience in the operations, contracting, procurement, audit, or legal areas of an international organization.
  • Languages:  Proficiency in English is required, Spanish is preferable, and knowledge of French or Portuguese is a plus.

Requirements

  • Citizenship:  You are either a citizen of Colombia, Costa Rica, and Jamaica or a citizen of one of our 48 member countries with residency or legal permit to work in Colombia, Costa Rica, or Jamaica.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

 

Type of contract and duration

  • National staff contract, 36 months initially, renewable upon mutual agreement.
