Under the guidance of the Director, Human Resource Management and Development, the Human Resource Officer is responsible for proving support in the management of the administrative functions for the efficient and effective operations of the Division.

 

Key Responsibilities

  • Prepares Office of the Services Commissions (OSC) quarterly reports by: 
    • Gathering and collating information from files/databases; 
    • Consulting with Directors to ascertain or verify information; 
    • Submitting report to Director, HRM&D for review and ratification; 
  • Assists in the implementation of activities and programmes as managed by the Division by: 
    • Liaising with the relevant stakeholders to make the necessary arrangements to facilitate hosting of activities and programmes; 
    • Participating in the planning of the programmes to be executed; 
    • Liaising with the Corporate and Liaison Services Division regarding the procurement of goods and services; 
    • Facilitating the communication of information in respect of the programmes to relevant stakeholders; 
    • Attending meetings; takes, prepares and disseminates Minutes, as required by Directors; 
    • Maintaining records of the activities conducted during implementation of programmes; 
    • Verifying that relevant reports are prepared at the end of each programme; 
  • Provides support to the Division’s Directors in the preparation of special events, such as workshops, seminars and other activities by: 
    • Conducting research, as needed, to implement events; 
    • Collating information, as required, to successfully host special events; 
    • Co-ordinating logistics for events, such as décor arrangements and protocol considerations; 
  • Liaise with the Public Procurement Branch in the procurement of equipment, furniture, stationery and any other items required for the efficient functioning of the Division; 
  • Develops monitoring tools and mechanisms to aid in the monitoring of the Division’s budget and expenditure; 
  • Monitors the Division’s expenditure by ensuring that expenses incurred are committed in accordance with budgetary allocations; 
  • Provides assistance regarding payment to clients/suppliers by: 
    • Collecting and submitting invoices for payment; 
    • Following up with the Corporate and Liaison Services Division and the Office and the Prime Minister; 
    • Advising clients/suppliers after receiving the Settled Report; 
  • Assists with the processing of incoming and outgoing correspondence; 
  • Assists with updating and resolving matters on the MyHR+ platform; 
  • Assists with the scanning and uploading of personal files to the MyHR+ platform; 
  • Manages the distribution and proper filing of news bulletins and circulars; 
  • Manages the requests for and prepares job letters; 
  • Manages the processing of identification cards for the Ministry’s employees; 
  • Prepares correspondence on behalf of the Directors; 
  • Researches and compiles information on behalf of the Director, as requested;
  • Prepares Individual Work Plans; 
  • Responds to official enquiries about the work of the Division and, where necessary, refers these enquiries to the appropriate officers; 
  • Performs any other related duties that may be assigned from time to time.

Minimum Required Qualification and Experience

  • Bachelor’s Degree in Human Resource Management, Management Studies, Public/Business Administration, or its equivalent from an accredited tertiary institution;
  • Training in Microsoft Excel would be an asset; 
  • Two (2) years’ experience in a Human Resource Management environment. 

 

Special Conditions Associated with the Job

  • There can be high pressure when deadlines are to be met; 
  • May be required to work beyond normal working hours and on weekends.
