The role involves contributing to and managing JTIP's database, serving as Jamaica's primary trade source, and enhancing transparency in the trade policy regime to boost stakeholder competitiveness.

 

JOB PURPOSE

Under the general direction of the Deputy Trade Administrator (Trade Facilitation), the incumbent will contribute to the maintenance and sustainability of JTIP’s database which will function as Jamaica’s single authoritative trade source for businesses and as a key reform mechanism to improve the transparency of Jamaica’s Trade Policy Regime. The incumbent will also effectively manage this database to ensure that it can provide the responsiveness and agility that stakeholders need to become more competitive in the trade industry.

KEY RESPONSIBILITY AREAS

Administrative Responsibilities 

  • Participates in the development of the Unit Work Plan and prepares individual work plan and budget 
  • Ensure minutes of committee meetings are available for review in a timely manner, related to JTIP User Group Meetings and TBL Committee Meetings

Technical /Professional Responsibilities 

  • Meet with stakeholders to determine the content of information that is pertinent to be uploaded on the Jamaica Trade Information Portal Website (JTIP). 
  • Verify accuracy and consistency of information updated on JTIP Website. 
  • Create hyperlinks from and to JTIP with other GoJ Sites and relevant private sector organizations (with similar colours, logos, styles etc.) that can all help to maintain a level of cohesion and consistency between these various sites. 
  • Make presentation of reports at Validation meetings 
  • Verify with stakeholders present at Validation Meetings, if their information is accurately portrayed on the JTIP Portal 
  • Make amendments and or adjustments to content relating to each entity as was agreed at Validation Meetings or as was agreed in writing, with liaison officer for the respective entity. 
  • Provide updated information to respective stakeholder for review and approval and make the necessary amendment/s and or adjustment/s to the JTIP Portal, upon receipt of approval. 
  • Guide the preparation and make presentation of statistical data for committee meetings which should include but, not be limited to the following: 
    • Number of new agencies added to the portal 
    • Number of outreach activities undertaken 
    • Number of trade shows, conferences and diaspora events attended 
    • Types of amendments made to stakeholders’ information on the JTIP Portal 
  • Extract periodic traffic statistics for the site from Google Analytics and format and distribute regular usage reports at committee meetings 
  • Manage the content of the JTIP portal to ensure that it provides details on import-export regulations, processes, and requirements for trade.
  • Ensure that information relating to standards, tariff, fees, levies and applicable penalties; various authorizations; inspections and verifications, trade agreements details and opportunities are included on the JTIP Portal. 
  • Ensure that downloadable forms for applications, licenses, and permits; as well as links to regulatory and various bodies engaged in trade facilitation are readily accessible on the JTIP portal. 
  • Develop various publicity materials including JTIP Quarterly Newsletters, brochures and articles as well as engage in strategic advertising (trade journals, business newspapers, etc.) and the development of Exhibition Packs to raise awareness about the benefits of the portal and increase its usage by the Jamaican business community 
  • Recommend changes and improvements based on research findings 
  • Understand the business objectives of the TBL and design surveys to determine stakeholder preferences regarding the utilization of the JTIP Website 
  • Keep informed about the various developments taking place in Jamaica in relation to trade facilitation which will require new or updated information to be published and be required to proactively identify the potential sources of information; 
  • Provide feedback to Director to aid in the effective evaluation of the sustainability of the JTIP Portal. 
  • Research and maintain a library of stock pictures to be used on the website’s pages on occasion. 
  • Perform any other duties as assigned by your direct supervisor or Trade Administrator 

 

PERFORMANCE STANDARDS

  • Individual Work Plan prepared in accordance with agreed format and within specified time frame. 
  • Reports thoroughly prepared in accordance with the prescribed standard and submitted in a timely manner
  • Presentations effectively delivered at various forums, as required
  • Minutes of meetings provided within specified time frame 
  • Information provided on the JTIP Portal is relevant, accurate, comprehensive, organized, easily comprehended and timely. 
  • Downloadable Forms provided on the portal are readily accessible 
  • Amendments are made where required, to the portal, in accordance with agreed timelines. 
  • Statistical data provided is accurate. 
  • Publicity materials are informative, engaging, relevant and timely
  • Effective participation at committee meetings 
  • Surveys effectively designed to determine stakeholder preferences 
  • Sound and constructive feedback provided regarding the sustainability of the JTIP Website

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • First Degree in Business Administration, Information Technology, Economics, Marketing, International Relations or a related field from a recognized tertiary institution 
  • Three (3) years’ experience in Information Management, Economics, Marketing or relevant position 
  • Knowledge of trade facilitation and aspects of trade-in services and trading goods. 
  • Experience in public policy related projects in government offices will be an asset 

 

SPECIAL CONDITIONS ASSOCIATED WITH THE JOB

  • Extended hours may be required to meet project deadlines. 
  • Ability to work under pressure and with minimum supervision
  • Typical office environment, no adverse working condition 
  • Will be required to travel locally to attend various meetings, functions, events, conferences, etc.
