The Ministry of Justice is seeking to recruit a suitably qualified person to fill the position of Monitoring and Evaluation Specialist (GMG/SEG 2) in the Project Management and Technical Services.

 

JOB PURPOSE

The incumbent is responsible for providing technical expertise and leadership to M&E activities and PMO staff to generate and analyse quality evidence and data through monitoring, assessments and evaluations. To develop tools that will track the progress and efficiency of the work, of the Project Management Office (PMO) towards the intended results and to identify corrective actions that may be needed to ensure timely, high quality delivery of the projects.

KEY RESPONSIBILITIE

  • Conduct a desk review of all relevant documentation available with regard to the development of an effective Monitoring and Evaluation mechanism;
  • Develop and implement Monitoring and Evaluation systems, tools guidelines, recording and reporting systems for all projects;
  • Develop a comprehensive results-based Monitoring and Evaluation Framework for all ongoing Justice Reform projects, including identification of indicators and data requirements while retaining the overall goal, objectives, outcomes and impact;
  • Submit periodic reports on the implementation process of the Key Performance Indicators;
  • Draft data collection tools and forms and design a data storage system that facilitates ease of retrieval, use and tracking of the progress of the agreed indicators. These should be accompanied by a manual for the use of each and recommendations for equipment and/or software changes that may be needed facilitate effective use;
  • Provides technical assistance to PMO staff for the management of evaluation and data collection efforts as assigned, including: monitoring and evaluation plans, analyzing project proposals against the overall evaluation strategy, grant guidelines and criteria; and survey and focus group protocol development and implementation.
  • Provide strategic high-level feedback, analysis and interpretation throughout the project startup and implementation processes.
  • Supports evaluation and data collection efforts as assigned, including: data quality assurance and data management, implementation of sampling plans, development of survey and focus group protocols, and implementation of in-house evaluation research
  • Supports the project team in the design and implementation of assessments, stakeholder analysis, organizational capacity assessments and other pre-project data collection and analysis.
  • Participates in developing, researching and writing for an ongoing series of evaluations, research papers, articles, case studies, and other studies on PMO programs and themes as assigned, including tables, graphs, and interpretation of results in written form
  • Provides on-site monitoring and evaluation technical assistance to selected projects as assigned
  • Provides assistance on program proposals, including developing M&E plans, logical frameworks, and performance monitoring plans
  • Spearhead efforts within the PMO team to develop appropriate indicators of success and innovative methods of program impact measurement
  • Leverage lessons learned, best practices, program data, evaluations and other information to generate donor communication pieces, proposal annexes, success stories, case studies and other high-quality, results-based documentation.
  • Ensures project teams regularly review and adjust MOJ plans and tools as needed by the project context.
  • Ensures that transparent high-quality accountability mechanisms, including participant feedback and response mechanisms, are in place and are regularly discussed at the appropriate level with necessary responses and feedback documented.
  • Develops and co-facilitates workshops and modules for staff and stakeholders to share program, tools, processes and best practices to cultivate a culture of learning in collaboration with the Strategic Planning and Performance Management Team
  • Supports the Project Management team to develop strong project tracking, record keeping and data management methodologies for all activities
  • Any other duties assigned from time to time

MINIMUM REQUIRED QUALIFICATION AND EXPERIENCE

  1. Specific knowledge (however acquired) required to start:
    • Advanced training in Project Management/Engineering.
  1. Qualifications and Experience
    • Master's degree in a quantitative field with significant training in quantitative methods, with no less than five (5) years work experience OR
    • Bachelor’s degree with no less than eight (8) years’ experience with a focus on Research, Monitoring and Evaluation methodologies, and a minimum of three (3) years’ experience in Project Management
    • Working Knowledge of/or experience in:
      1. Designing and/or conducting large-scale monitoring and evaluations projects
      2. Designing, testing, and/or implementing performance evaluation; methodologies, qualitative and quantitative data collection and analysis
      3. Preparing and submitting M&E evaluation reports, impact reports, etc.
