The incumbent manages IT infrastructure and security, ensuring uptime and continuity through protocols, policies, fault tolerance, and threat protection aligned with organizational goals.

 

Job Purpose

The incumbent is accountable to the Manager, Systems and Network Administration for the effective and efficient management of IT network infrastructure and its security including client devices ensuring optimal uptime and business continuity. This is accomplished via the deployment and maintenance: 

  • Managed and restricted network protocols; 
  • Implementation and maintain policies and procedures which eliminate or significantly reduce security threats while adequately facilitating business processes; 
  • Implement and maintain a fault tolerant network infrastructure; 
  • Monitor and scan network for vulnerabilities to eliminate threats 
  • Monitor and scan external environment for threats to internal systems; 
  • Implement measures including policies, procedures and software to protect network infrastructure and staff from IT environment threats 

The network deployed will facilitate the mandate of the Integrity Commission’s Act and will ensure the Entity achieves its Mission and Vision in a sustainable manner. 

 

Major Responsibilities

  • Leads and manages the IT network activities of the organization 
  • Designs and deploys functional networks - Local Area Network (LAN), Wireless Local Area Network (WLAN), Virtual Local Area Networks (VLANs), Wide Area Network (WAN), Virtual Private Network (VPN) 
  • Supports, installs, integrates, configures, maintains and upgrades corporate networks and network components 
  • Liaises with System Administrator to maintain system infrastructure at industry standard
  • Ensures network security and connectivity 
  • Monitors network performance (availability, utilization, throughput, good put, and latency) and test for weaknesses 
  • Manages user accounts, permissions and passwords 
  • Communicates with users when needed 
  • Maintains complete technical documentation 
  • Designs, implements, maintains and test backup systems and disaster recovery systems.
  • Designs and executes security awareness training plan 
  • Identifies and defines system security requirements 
  • Develops technical solutions and new security tools to help mitigate security vulnerabilities and automate repeatable tasks 
  • Updates software with the latest security patches and ensuring the proper defences are present for each network resource. 
  • Performs vulnerability and penetration tests, identifying and defending against threats, and developing disaster recovery plans. 
  • Creates network policies and authorization roles and defends against unauthorized access, modifications, and destruction. 
  • Configures and supports security tools, such as firewalls, anti-virus software and Security Information and Event Management (SEIM). 
  • Provides escalation support to the user support officer for problems reported by users
  • Consults with vendors for both network and security 
  • Ensures staff have resources to ensure proper use of new technologies 
  • Creates and executes end-to-end test plan, managing all activities in the plan to ensure that all the objectives are met and that the solution works as expected. The solution should be tested in terms of functionality, performance, reliability, stability, compatibility and adhere to legal, organizational and industry standards 
  • Maintains, improves and recommends upgrading of IT infrastructure to ensure the Commission gets maximum value and performance. 
  • Performs any other related duties that may be assigned from time to time by the Director or Manager, Systems and Network Administration. 

 

Minimum Required Qualifications and Experience

  • Undergraduate Degree in Computer Science, Management Information Systems, Business Administration, or other related field. 
  • Formal Training in the System Administration. 
  • Minimum of three (3) years’ experience in a similar position, preferably in a Public Sector Organisation. 

Other Desirable Qualifications & Experience that would be an asset 

  • Certification in network architecture – Cisco Certified Network Professional (CCNP), Cisco Certified Network Associate (CCNA) , Network+, VMware Certified Professional, Wireshark Certified Network Analyst (WCNA), etc 
  • IT Security and Cybersecurity Certification – Certified Information Security Manager (CISM), Certified Information Systems Auditor (CISA), Certified Information Systems Security Professional (CISSP), Certified in Risk and Information Systems Control (CRISC), Certified Ethical Hacker (CEH), Fortinet Network Security Expert (NSE), Security+, etc 
  • Certification in systems architecture – Microsoft Certified Solutions Expert (MCSE), Server+, Linux+, etc 

 

Desired Skills & Competencies

  • Excellent Network design and implementation skills. 
  • Excellent network security, protection, troubleshooting and defense implementation skills
  • Ability to manage networks in a client/server environments 
  • Ability to manage networks in a virtualized environments 

 

Specific Knowledge

  • Networking Domain 
  • IT Security Domain 

 

Working Conditions

  • Typical office environment, travel may be required to engage external stakeholders. Willingness to work beyond normal working hours as the situation may demand. 

 

 

 

GENERAL 

Appointments will normally be on the basis of a Three-year Contract in the first instance, which is renewable based upon performance. A Gratuity of 25% of Basic Salary is payable upon the satisfactory completion of the contract period.
