The incumbent guides and monitors strategic planning, analyzes revenue performance, assigns collection targets, evaluates TAJ €™s performance, maintains data for policy development, and prepares high-level performance reports.

 

JOB PURPOSE

To provide guidance and monitor the development of Strategic, Operational and Work Plans for Divisions/Branches/Sections and Units analyse revenue performance and strategically assign collection targets to the revenue service centre/tax offices within Tax Administration Jamaica (TAJ); monitor, review and evaluate TAJ’s overall performance against target to ensure conformance or identify divergence, as well as to compile data and maintain a database to support the formulation of policies and the development of programmes. Produce and prepare all high level organizational performance reports in keeping with standards.

  • Performance monitoring and evaluation tools developed, utilized and evaluated;
  • Collections targets assigned and communicated;

  • Database maintained; 
  • Performance reports and other data reviewed and analysed; 
  • Performance review sessions organized and executed; 
  • Reports prepared and submitted. 

 

KEY RESPONSIBILITY AREAS

Technical and Professional Duties 

  • Provides assistance in the development of the strategic plan; 
  • Provides guidance on the development of the Division’s/Branch’s/Section’s Operational and Work Plans and performance indicators in line with TAJ’s strategic direction and its planning and performance framework and guidelines; 
  • Reviews the Division’s/Branch’s/Section’s Operational Plans to ensure that they are aligned to the respective higher level plans;
  • Develops reporting systems/structures to effectively monitor the execution of the Operational Plan; 
  • Evaluates Operational and Work Plans to ensure that risk management components are incorporated; 
  • Ensures that operating budgets are considered in preparation and execution of the Operational Plans; 
  • Monitors the performance of strategies and targets of the Strategic/Operational Plans; 
  • Prepares monthly, quarterly, annually and ad hoc reports for TAJ; 
  • Analyses data collected by using various techniques and formulates recommendation to stimulate policy changes and programme development; 
  • Designs and implements schedules of data collection to provide timely, relevant information for planning, performance monitoring and decision-making; 
  • Reviews performance reports and analyzes data to identify trends and areas where performance can be improved; 
  • Recommends remedial action where performance issues/weaknesses are identified; 
  • Develops performance indicators/ measure to report on the effectiveness of Strategic and Corporate Plans; 
  • Assists with the preparation of the performance reports; 
  • Maintains a database with best practice, performance indicators/measures, and standards in relation to corporate planning and review; 
  • Performs other related duties assigned by the Director, Planning and Review; 
  • Supports the identification and management of risks within the organization and by extension the respective area of work; 
  • Analyses data for the preparation and compilation of reports for international organizations (eg ISORA, IDB);

 

PERFORMANCE STANDARDS

This job is satisfactorily performed when: 

  • Proper advice and guidance is provided for the development of Operational and Work Plans with relevant and practical performance indicators within the stipulated timeframe; 
  • The corporate and operational planning tools are developed and effectively used at all times; 
  • Performance monitoring and evaluation tools are developed, utilized and evaluated for effectiveness; 
  • Collections targets are appropriately apportioned and the Tax Offices advised by the stipulated time; 
  • Revenue collections monitored and analysed within stipulated time; 
  • Relevant data is extracted from Performance Reports and loaded to the data base as stipulated; 
  • Performance reports and other data received are reviewed and analysed by the stipulated time; 
  • Performance review sessions for the Sections/Branches /Divisions are properly arranged and executed as scheduled; 
  • Reports prepared and submitted in keeping with established standard and agreed timelines. 

 

AUTHORITY TO:

  • Assist managers/supervisors with the development of Operational and Work Plans and performance indicators; 
  • Recommend amendments to Operational and Work Plans; 
  • Collect data and maintain the database; 
  • Request performance targets/reports from Division/Branch/Units. 

 

REQUIRED COMPETENCIES

Specific Knowledge 

  • Excellent knowledge of corporate planning and performance management tools and applications; 
  • Very good knowledge of Tax Administration Jamaica operations and functions; 
  • Very Good knowledge of computer systems and the relevant applications including the ability to interpret data. 

Required Skills and Specialised Techniques 

  • Excellent decision-making, planning and organizing skills; 
  • Excellent judgement, and analytical skills; 
  • Excellent communication and interpersonal skills; 
  • Very good time management skill; 
  • Excellent presentation skills;

Qualification and Experience 

  • BSc Degree in Economics, Management Studies or the equivalent professional qualifications;
  • Training in strategic/corporate planning, performance evaluation and/or performance management; 
  • At least three (3) years related work experience. 

 

WORKING CONDITIONS

  • Normal office environment; 
  • Travel (40%).
