PROPOSED REHABILITATION OF RESEARCH CENTRES PROJECT (RRCP PHASE 2) 

The Research and Development Division (R&DD) of the Ministry of Agriculture, Fisheries and Mining (MoAFM) proposed a redevelopment plan for the Rehabilitation of Research Centres Project Phase 2 (RRCP Phase 2), as the Government of Jamaica’s response to support the application of Science and Technology in Agriculture Research and Education, for technology innovation, generation and transfer in line with the needs of the country. 

The RRCP Phase 2 will impact six major functional areas namely administration, research station infrastructure, operations/inventory management, research, technology transfer and training outreach programs, animal/plant and genetic resource management and sales and marketing for the Research and Development of Research Centres at: 

  • Orange River Research Station in St. Mary; 
  • Top Mountain Research Station in St. Andrew; 
  • Montpelier Research Station in St. James; 
  • Hounslow Demonstration and Training Centre in St. Elizabeth; and
  • Bodles Research Station in St. Catherine. 

The objective of the project is to empower the Research Centres to function as centres of excellence, to fulfil the government’s mandate to contribute to economic growth and development, import substitution and employment generation within the context of climate change.

 

JOB PURPOSE

The Project Civil Works Engineer will be responsible for providing technical expertise and advice on civil engineering issues to support: 

  • The performance of infrastructural project planning and coordinating for the timely implementation of the RRCP phase 2. 
  • The facilitation of timely and cost-effective designs, development of scopes of works/specifications and construction oversight, conform to the highest standard of efficiency, specifications, environmental and service standards in compliance with the Government of Jamaica’s Guidelines, Policies and Regulations, leading to improved research facilities and technologies with capabilities to advance the Agricultural Sector in Jamaica. 

 

QUALIFICATION AND EXPERIENCE

  • BSc Degree in Civil Engineering, Construction Technology with experience in undertaking project assignments. 
  • At least three (3) years’ experience in Civil Works. Work in the Public Sector would be an asset. 
  • Proven knowledge of the Government of Jamaica Guidelines, Policies, Regulations and Procedures 

 

KEY COMPETENCIES:

Good interpersonal skills, Excellent oral and written communication skills, Sound knowledge of OSHA, Proficient in relevant software applications including AutoCAD, Knowledge of the operations of Government/knowledge of the Ministry’s policies and procedures Competence in designing and interpreting engineering drawings, briefs, diagrams, Sound knowledge of The National Building Code, Sound knowledge of OSH, Good report-writing skills 

 

KEY DUTIES

  • Familiarise him/herself with the RRCP Phase 2 Project Document, Project Operational Manual, Project Operational Plan, drawing & designs and the relevant GOJ Regulations, Guidelines and Procedures.
  • Collaborates with the Research and Development Team to discuss and finalise the Scope of Work (SOW) to be undertaken. 
  • Manages project issues, budget and schedules. 
  • Plans and manages relevant site visits for works at all stages of the bidding process.
  • Participates in tender openings, reviews, and preparation of reports, and drafting of contract documents. 
  • Participates in negotiations with contractors on behalf of the project, when necessary.
  • Recommends suitable and registered contractor for bidding when” Single Source” or “Restricted Bidding” Procurement Methodology will be utilized. 
  • Prepares engineering analysis of projects to include preliminary design, calculate life cycle cost and equipment selection. 
  • Prepares and interprets blueprint, schematic drawing, payouts, and other visual aids.
  • Prepares technical construction specifications which include design technical drawing sketches. 
  • Prepares documents for submission to Municipal Corporation, NEPA, and Ministry of Health. 
  • Performs civil engineering duties as follows: 
    • Buildings, sub-divisions, traffic, road, water supply, sewage and environmental systems. 
  • Monitors the activities of contractors to ensure timely delivery of projects.
  • Supervises the construction projects to ensure buildings constructed are in accordance with drafted plans. 
  • Maintains comprehensive contracts register of all works contracts associated with the project and provide reports on these as well as on all variations and retentions.
  • Functions as Chief Inspector on engineering projects. 
  • Liaises with Director and Engineer, Facilities and Property Management Division
  • Prepares basic structural designs, works drawings and specifications.
  • Monitors the performance of Building Officers engaged by the project at the various locations and recommends and/or initiates corrective action where necessary to improve performance.
