Reporting directly to the Commissioner of Corrections, the incumbent provides expert knowledge in the areas of cost estimating and other related functions needed within the capacity.

 

KEY RESPONSIBILITIES

  • Assists the department in the management of claims and disputes that may arise during the construction process. 
  • Identifies and manage risks associated with construction projects, including financial, legal, and technical risks. 
  • Advises on the likely costs of proposed construction projects and help the department to develop budgets and cost plans. 
  • Provides input into the design process to ensure that the most cost-effective solutions are being pursued. 
  • Prepares tender and contract documents, including bills of quantities and review architectural plans. 
  • Receives and analyse quotations, liaising with Contracts Managers and agents regarding price, availability etc. 
  • Provides advice on construction contracts and assist the department in negotiating and administering these contracts. 
  • Assists processing of formal contract documents and certify interim and final payments and final accounts. 
  • Produces bill of quantity/activity schedule for payment purposes. 
  • Produces cash flow forecasts for internal and client purposes. 
  • Produces relevant monthly reports ensuring information is complete and accurate.
  • Performs risk and value management and cost control. 
  • Advising on procurement strategy. 
  • Provides advice on contractual claims. 
  • Provides cost breakdown for material and labour. 
  • Carries out measurements and valuation of interim and final certificates for projects.

  • Any other assigned duties not specifically outlined within the job description but are within the capacity, qualifications and experience normally expected from a person occupying this position. 

 

REQUIRED KNOWLEDGE, SKILLS AND COMPETENCIES

  • Knowledge and experience in estimating, tendering and post contract activities;
  • Good knowledge of contract administration, coordination, and reporting; 
  • Knowledge of Government procurement guidelines; 
  • Knowledge of costing and contract management; 
  • Good interpersonal skills self-motivated and willing to work under pressure;
  • Proficiency in the use of Microsoft Office Suite; 

 

MINIMUM REQUIRED QUALIFICATION AND EXPERIENCE

  • Bachelors of Science Degree in Quantity Surveying; 
  • At least three (3) years’ experience in or related field.

 

SPECIAL CONDITIONS ASSOCIATED WITH THE JOB

  • Required to travel island wide. 
  • Possession of a valid Drivers’ License and a road worthy Motor Vehicle
