The Risk Analyst identifies and evaluates operational risks, analyzes data, develops risk mitigation strategies, monitors risk management effectiveness, and provides training and support on risk awareness and mitigation techniques.
Job Purpose
Under the direct supervision of the Manager, the Risk Analyst is responsible:
- To identify and evaluate operational risks and vulnerabilities related to trade and travel within the organisation.
- Collect and analyse trade and travel data to identify trends, patterns, and potential risks.
- To develop and recommend risk treatment strategies/action plans to mitigate identified risks within the organisation's business and corporate policies, goals, objectives, and strategy.
- To collaborate with internal and external stakeholders to ensure regulatory compliance and border security measures.
- To use analytical techniques to assess risk exposure and forecast potential outcomes.
- To assist in developing and implementing risk management policies and procedures.
- To prepare reports and presentations detailing risk findings, trends and recommendations for management and stakeholder engagement.
- To monitor and evaluate the effectiveness of risk management strategies and processes, making recommendations for enhancements as needed.
- To provide training and support to staff members on risk awareness, mitigation techniques and compliance requirements.
- To stay updated on industry trends, regulatory changes, and emerging risks.
Key Responsibilities
Technical/Professional Responsibilities
- Assist with implementing and maintaining the operational aspect of risk management within the Agency, including all documentation, resources, tools, plans and procedures.
- Maintain the risk management databases and systems to ensure a structured approach to collecting, managing, and utilising data and information.
- Collaborate with other business units, law enforcement, and border regulatory agencies on risk management related activities or initiatives.
- Collaborate with the Manager to develop risk mitigation strategies.
- Provide support regarding all aspects of operational risk management related to trade and travel.
- Facilitate the identification of risks and recommend reporting and monitoring formats for risk management issues and methodologies related to trade and travel.
- Collaborate with the Manager to establish and implement risk management activities aligned with the specified risk protocols for risk profiling, targeting, and selectivity.
- Review, validate, and analyse risk events.
- Evaluate the need for the necessary resources and make the required recommendations.
- Prepare information for use at internal or external meetings.
- Provide the Manager with written assessments/reports.
- Conduct meetings/workshops with relevant personnel, both internal and external.
- Assist with maintaining the risk system for efficiency and effectiveness.
Customer Service Responsibilities

Other Responsibilities
- Performs all other duties and functions as may be required occasionally.
- May be required to provide witness statements, attend court proceedings, and give evidence.

Technical
- Understanding and knowledge of the Customs laws in Jamaica.
- Good knowledge of Customs policies, procedures and controls.
- Excellent knowledge and understanding of the principles of Intelligence and Risk Management
- Good knowledge of international best practices in Customs and International Trade.
- Working knowledge of relevant computer applications and systems, including Microsoft Excel, MS Word, PowerPoint and Access.
- Knowledge of business intelligence tools such as Power BI, Tableau, Metabase, NumPy, PANDAS, etc.
Minimum Required Education and Experience
- First degree in Data Analytics, Data Analysis, Computer Programming, Risk Management, Intelligence, or equivalent qualification in the Social Sciences.
- Five (5) years of experience as a Risk expert/ Data expert.
- Experience in applying the Customs Act and related regulations and legislations.
- Experience in risk management, developing and applying risk management processes.
- Specialised knowledge and training in Customs Administration.
- Experience in intelligence gathering and coordination.
