The Security Coordinator assists in implementing physical security programs, conducting risk assessments, managing access control, resolving incidents, and investigating breaches to protect Jamaica €™s borders, staff, assets, and revenue.

 

Job Purpose

Under the direction and supervision of the Supervisor, Physical Security, the Security Coordinator will be responsible to:

  • Assist with implementing all physical security programs, including policy management and standard setting, to protect Jamaica’s borders, the Agency’s staff, customers, assets, and revenue.
  • Assist with facilitating aspects of the agency’s physical security regime, including security risk assessments and electronic access control, resolving everyday incidents at all Agency-operated and occupied sites, and investigating security breaches.

 

Key Responsibility Areas

Technical/Professional Responsibilities

  • Assist with implementing the JCA’s physical security protocols and procedures at all Agency-operated and occupied sites.
  • Assist with identifying and reporting every-day/usual and acute/unusual incidents, oriented toward high customer service and safeguarding Jamaica’s borders, the Agency’s staff, customers, assets, and revenue.
  • Participate in basic patrol of high-risk areas at all Agency-operated and occupied sites.
  • Assist in conducting security assessments of terminals and warehouses where cargo, passenger luggage, mail, and parcels are processed and ensure that the operators, Agency Staff, and customers comply with the security requirements outlined by the Agency.
  • Keep up to date on current developments in expertise.
  • Collect and compile security data and submit it to the Supervisor, Physical Security to determine the Agency’s security needs or programs.
  • Provide support to contracted security guards at all Operated and occupied sites to prevent security breaches and promote effective responses to security incidents.
  • Assist with conducting periodic audits/inspections of the Agency’s tangible and intangible assets to meet physical and personnel security needs and standards and to ensure compliance with security policies and regulations.
  • Participate in providing support and advance assessment as required for other security programs, including event security and emergency response at all Agency-operated and occupied sites and event sites.
  • Manage access control cards, security passes, and temporary passes issued to security guards to give to staff, visitors and contractors as required to access all Agency-operated and occupied sites and event sites.
  • Assist with conducting site surveys of new facilities with the Ministry of National Security to assess the agency’s physical security needs and verify compliance with security requirements.
  • Assist with identifying security breaches in the JCA and assist with external investigations as required.
  • Coordinate the planning of security awareness training programs for security professionals and staff members.
  • Assist with coordinating security contingency planning and disaster management plan simulation exercises.
  • Ensures that security-related equipment is always in good working conditions.
  • Recommend modification for better security-related equipment, where necessary.
  • Attend all requisite training recommended by Management and keep abreast of current developments in expertise.

Other Responsibilities

  • Perform all other duties and functions as may be required occasionally.
  • May be required to provide witness statements, attend court proceedings, and give evidence.

  • Knowledge of port facility security threats and vulnerabilities
  • Knowledge of laws and practices of investigations and security.
  • Tactical experience with Physical Security systems and requirements, including access control system(s), visitor management, and basic patrol operations.
  • Ability to handle highly confidential and sensitive information.
  • Multi-disciplinary approach toward security management.
  • Working knowledge of IT skills related to the Microsoft Office Suite application.

 

Minimum Required Education and Experience

  • A bachelor’s degree in National Security and Strategic Studies, Law, Criminal Investigation, Security Management, or Security Technology or equivalent qualification from a recognised tertiary institution.
  • At least one (1) year of experience in security or video monitoring technology

 

Special Conditions Associated with The Job

  • Work with standard equipment and specialised software will be conducted in various offices.
  • Involves working in a fast-paced environment with ongoing interactions with critical stakeholders.
  • Will be required to respond to security-related matters 24/7.
  • A high degree of travelling is required islandwide.
  • Must be able to work a flexible schedule as business operations require, including responding to emergencies after hours, working nights, weekends, and holidays as operational needs demand.
  • May be required to carry a firearm and exposed to a significant threat to personal safety.
  • Subject to continuous polygraph testing.
  • Occasional pressure due to multiple calls and inquiries.
  • Regularly required to be on-call.
  • Some walking when conducting patrols and other security monitoring functions.
  • Exposure to the work environment with dust, noise, heat and heavy, moving equipment.
