The incumbent is responsible for implementing planned and corrective maintenance programmes for buildings, water systems, sewage systems, incinerators and plumbing systems at all health facilities in the Southern Region.

Also has the responsibility for monitoring all new constructions of Hospitals and Health Facilities in the Southern Region to ensure that standard practices are adhered to and meet established legal requirement for such structures.

 

Qualifications and Experience

The ideal candidate must possess:

  • Diploma in Civil Engineering or equivalent

Plus

  • Minimum of five (5) years’ experience in the construction and maintenance of building structures

OR

  • Any equivalent combination of education and experience

 

Required Knowledge, Skills & Competencies

  • Knowledge of Jamaican Building and Electrical Codes
  • Knowledge of Plumbing & Electrical Systems
  • Sound knowledge of preventative maintenance systems
  • Knowledge of GOJ standard bidding document and contract clauses
  • Knowledge of FIDIC, CIC standard form of contract
  • Knowledge base in structural engineering principles
  • Knowledge of Quantity Surveying Principles
  • Knowledge of GOJ Procurement Guidelines
  • Good Project Management skills
  • Good supervisory skills
  • Excellent analytical skills
  • Ability to communicate effectively at all levels, both orally and written
  • Excellent time management skills
  • Well-developed human relations, interpersonal and training skills
  • Ability to use AutoCAD, Excel software or other computer-aided design software

 

Key Responsibilities will include:

  • Analysing reported maintenance work order data
  • Providing training for preventive and corrective maintenance of buildings and physical facilities
  • Developing Standard Operating Procedures for maintenance of buildings and physical facilities
  • Mitigating cost overruns by identifying possible variations
  • Assisting in the development of maintenance manuals as a guide to technicians and artisans in the region in maintaining building structures and physical facilities
  • Monitoring the work of Contractors and Sub-Contractors and work in progress to validate that procedures are being followed
  • Preparing detailed scope of work inclusive of Sketches/ Bill of Quantities/Project Budgets for all contractors prior to commencement of work
  • Monitoring and managing of remedying of Defects within Defect Liability Period, with appropriate actions taken
  • Maintaining adequate spare parts to effect activities in the region
  • Providing effective supervision and control of all personnel under span of control, inclusive of periodic appraisal of staff
  • Maintaining proper and current databases of all Contractors, Sub-Contractors and Suppliers, Bills of Quantities, Technical Specifications, market prices for materials used in the Building & Construction Industry
  • Conducting audits of the Region’s maintenance system to determine if maintenance procedures relating to buildings and facilities are being adhered to and standards met
  • Conducting assessment of buildings, drainage, plumbing and sewage disposal systems as to condition, performance and the application of accepted maintenance standards
  • Assisting in the development of manuals, standards and specifications to guide technicians and artisans in the region with respect to repairing buildings
