Job Purpose
Under the general supervision of the CEO, the Senior Director, Information and Communication Technology manages and provides strategic direction to the Information and Communication Technology Division. He/she develops and implements ICT Strategies based on the business plans/strategies of the University Hospital of the West Indies (UHWI); takes overall responsibility for efficient and effective management of the Branch; and is accountable for the design and delivery of high-quality ICT solutions, analytics and business intelligence, geared at supporting the core functions of the Agency. The incumbent is also responsible for and accountable with respect to the procurement and deployment of all ICT-related services and equipment.
Key Responsibilities
Management/Administrative:
- Directs the ICT alignment in the development of the UHWI's Budget, Corporate/Strategic and Operational Plans in the context of the UHWI's strategic objectives and priority programmes;
- Keeps abreast of innovations and developments in information, communication technology, and recommends their adoption/application, where appropriate, to increase the effectiveness and productivity of the hospital;
- Leads the activities of the Division in accordance with established regulations and policies, ensuring proper documentation, storage and dissemination of information pertaining to ICT systems, policies, procedures, plans and projects;
- Maintains mechanisms to effectively co-ordinate the alignment of plans, programmes and projects of the Division, in order to ensure a cohesive and complimentary execution of policy and programme initiatives;
- Develops Individual Work Plans based on strategic alignment with UHWI's Operational Plan:
- Prepares and delivers ICT presentations, prepares reports and project documents, as required;
- Identifies and incorporates the interests and needs of internal and external clients in business process design.
Technical/Professional:
- Develops, implements, reviews, evaluates and reports on the UHWI's ICT strategic, business and operating plans, budgets and associated projects, ensuring alignment with the strategic directions of the organization;
- Designs an ICT architecture and management strategy;
- Develops, maintains, implements and manages ICT strategies, plans, policies, Standard Operating Procedures (SOP), Service Level Agreements (SLA) and best practices, including providing written protocols and guidance to ICT staff and end-users; Collaborates with Heads of Divisions/Branches/Units to review the technology requirements across the hospital to make informed recommendations, as appropriate, including on alternative system options and the use of third-party stakeholders to develop tailored ICT solutions;
- Works with the team to select, develop, implement and support new systems and technologies, especially with respect to data security and control, strategic computing and disaster recovery;
- Conducts ongoing analysis and review of ICT service delivery to identify opportunities to improve, enhance and respond to the impact of changes in the operating environment, ensuring a high level of integration with the UHWI's corporate direction and across government;
- Leads in the design, implementation and review of data analytics approaches that enable increased control over operational and executive reporting, and data analytics and insights to drive business performance and reforms;
- Leads the delivery of high-quality ICT services across the UHWI to provide optimal levels of support for the key operational requirements;
- Identifies and addresses complex ICT service delivery issues and drives the implementation and delivery of alternative solutions, new systems, technologies and services to deliver innovative and flexible ICT solutions that achieve business requirements, based on well considered and balanced assessment of the facts and consequences;
- Leads the deployment, monitoring, maintenance, development, upgrade and support of all ICT systems, and negotiates and administers vendor/consultant, etc. contracts and service agreements;
- Oversees provision of end-user services, including service/help desk and technical support services;
- Assesses varying staff strengths and reviews, and approves training modules aimed at strengthening the ICT processes within the Agency;
- Develops and oversees the implementation of a comprehensive ICT modernization plan for the hospital, ensuring alignment with strategic objectives;
- Ensures seamless integration of hospital management systems, including electronic medical records (EMR), finance, HR, and supply chain systems;
- Implements and maintains robust cybersecurity measures to safeguard hospital data and IT infrastructure;
- Provides accurate, real-time analytics and reports for decision-making at the senior management level;
- Conducts regular IT training for hospital staff and ensures a 24/7 IT support system is in place;
- Submits quarterly updates on digital transformation milestones and key performance indicators;
- Oversees the timely procurement and deployment of updated IT hardware and software; Leads the development of the ICT staff to meet the changing needs of users, projects and technologies;
- Establishes and maintains linkages with local and international organizations to keep abreast of trends in ICT that impact directly on the portfolio responsibilities of the organization;
- Keeps current with the latest technologies and determines what new technology solutions and implementations will meet business and system requirements;
- Develops mechanisms to manage ICT reform and change, by implementing change management processes, that clarify purpose and the benefits of continuous improvements.
Human Resource:
- Manages the welfare and development of direct reports through the preparation of performance appraisals and recommendation of required training and development programs;
- Provides leadership and guidance to direct reports through objective setting, effective planning, delegation, communication, training, mentoring, coaching, and providing assistance and support, as needed;
- Establishes and maintains a system that fosters a culture of teamwork, employee empowerment, and commitment to the Department and organization's goals;
- Provides leadership and guidance through effective planning, delegation, communication, training, mentoring and coaching of high-performing audit professionals who possess outstanding knowledge, experience, ethics and integrity;
- Participates in the recruitment and training of staff of the Division;
- Co-ordinates the development of individual work plans to include SMART performance targets;
- Conducts ongoing evaluation and monitoring of the performance of Department staff and implements appropriate strategies for optimization and facilitates the timely, balanced and accurate completion of annual and other periodic appraisals/reviews;
- Identifies skills/competency gaps and contributes to the development and succession planning, transfer, promotion and leave management of staff to ensure adequate staff capacity is always maintained, in accordance with established Human Resource policies and procedures;
- Ensures the well-being of staff supervised and effects disciplinary measures in keeping with established guidelines/practices;
- Demonstrates and upholds the Agency's core values in personal and professional behaviours, in order to minimize reputational risks and maintain the corporate image of the organization;
- Displays confidentiality, integrity and professionalism in the delivery of duties and interaction with staff;
- Performs any other related duties that may be assigned from time to time.
Required Knowledge, Skills and Competencies
- Excellent leadership and management skills

Minimum Required Qualification and Experience
- Master's Degree in Computing, Computer Science, Management Information Systems; Information and Communications Technology, Business Administration with Information Systems/ICT or a related discipline;
- Certification in Change Management or Leadership;
- Five (5) years' experience in an ICT management environment in a large organization, with at least three (3) years in a senior management capacity.
OR
- B.Sc. Degree in Computer Science, or Management Information Systems, supplemented with courses in current technology and at least eight (8) years in Information Technology;
- Certification in Change Management or Leadership;
- Seven (7) years' experience in an ICT management environment in a large organization, with at least five (5) years in a senior management capacity.
OR
- NVQJ Level 5 in computing, Computer Science, Management Information Systems;
- Information and Communications Technology, Business Administration with Information Systems/ICT, or a related discipline;
- Certification in Change Management or Leadership;
- Seven (7) years' experience in an ICT management environment in a large organization, with at least five (5) years in a senior management capacity.
