The Western Regional Health Authority (a Statutory Body under the Ministry of Health & Wellness) is currently seeking to employ a Senior Human Resource Officer (Employee Relations and Staff Wellbeing) for the Regional Office.

 

JOB PURPOSE

Under the direct supervision of the Manager, Employee Relations and Staff Wellbeing, the Senior Human Resource Officer is responsible for the development, implementation and coordination of the staff welfare activities in the Region. The incumbent is also responsible for assisting with the implementation and promotion of the Authority’s reward and recognition programme. The incumbent will also be expected to: 

 

CORE RESPONSIBILITIES:

  • Foster a spirit of camaraderie and inclusiveness among employees and a high level of staff morale
  • Promote a healthy culture in the organization 
  • Assist with the preparation of the Unit’s budget and operational plans 
  • Ensure that each parish/cost centre develops and maintains an active staff welfare committee
  • In collaboration with respective parishes/cost centres, develop, publish and implement calendars of events/activities 
  • Maintain an accurate database of welfare activities executed and services provided
  • Plan and execute social and wellness activities such as staff parties, sports competitions such as football, volleyball, netball, domino, track and field and wellness challenges 
  • Seek sponsorship in cash/kind to fund staff welfare-related activities 
  • Coordinate the distribution of donations received for staff 
  • Plan and ensure that the respective groups are highlighted and appreciated on days recognized/celebrated internationally or locally as the groups’ day of recognition. 
  • Ensure that internal and external counselling services are available to staff members and immediate families 
  • Act as a non-clinical counselling resource to any staff member requiring nonjudgmental support and assistance in resolving any personal and/or work-related problem(s) in consultation with the Staff Counselors and contracted providers 
  • Contact emergency contacts/family members in cases of emergencies and/or death
  • Develop and maintain contact information for all staff employed by the Authority as well as their emergency contacts 
  • Organize internal memorial services for staff in cases of death authorized by family members
  • Develop and conduct staff satisfaction surveys; analyze data from staff satisfaction surveys and draft recommendations to effect change/improvements where necessary 
  • Ensure that internal services are available and accessible to all members of staff
  • Arrange and assist in conducting sensitization sessions for staff 
  • Design and create staff welfare posters/brochures such as death announcements, and milestone achievements with relevant information to share with the staff population or external media houses
  • Develop and manage the staff welfare social media accounts by creating, and uploading promotional and staff welfare activities as well as actively engaging staff through the pages 
  • Ensure all devices, equipment, banners, accessories etc. assigned to the unit to carry out/facilitate staff welfare activities are utilized properly and accounted for at all times 
  • Assist with the planning and coordination of reward and recognition activities for the Regional Office
  • Assist with the planning and coordination of disciplinary activities such as hearings; training and investigations 
  • Perform other related duties that may from time to time be assigned 

 

SPECIFIC KNOWLEDGE/SKILLS REQUIRED:

  • Excellent interpersonal, communication (written and oral) and presentation skills
  • Excellent planning, organizing and time management skills 
  • Good decision-making, and critical thinking skills 
  • Ability to exercise sound judgment and attention to detail 
  • Excellent integrity/ethics exercised in the performance of duties Technical
  • Excellent knowledge of Public Service Regulations and Staff Orders 
  • Knowledge of Human Resource Management principles and practices 

 

QUALIFICATION & EXPERIENCE:

  • Bachelor’s degree in Human Resource Management, Business Administration or equivalent
  • Experience in planning and executing large-scale events would be an asset
  • Two (2) years working experience in a related field
