Under the direct supervision of the Manager Image Analysis, the Senior Image Analyst is responsible to provide secondary review on radioscopic image interpretation to detect prohibited, restricted and dutiable items per the Customs Act and Regulation

 

Key Responsibility Areas

Technical/Professional Responsibilities 

  • Provides a secondary review of scanned images to ensure the correct interpretation and analyses of projected radioscopic images from scanner screen to ensure accurate identification of prohibited restricted, and dutiable items as per Customs Act and Regulation. 
  • Adjusts scanner/screen controls to ensure the precision of imagery is maintained. 
  • Roves the Baggage Hall, selecting passengers deemed high risk for NII processing. 
  • Conducts non-intrusive secondary examination on containers at designated points to identify radioactive isotopes. 
  • Relays and uploads findings/results of a non-intrusive examination to the Central Alarm System (CAS). 
  • Oversees the physical inspection/examination of luggage/goods for prohibited restricted, and dutiable items based on analysing the radioscopic image. 
  • Undertakes secondary (follow-up) examinations of cargo, mail, passenger baggage and travellers entering or leaving the country. 
  • Ensures that passengers who commit breach(es) of the Customs Act are dealt with per requirements of regulations. 
  • Classifies articles and assesses and collects duty on merchandise using the Harmonized System (HS Code). 
  • Detects, monitors, and prevents prohibited radioactive materials' importation and exportation. 
  • Observe operating procedures regarding external agencies' hazardous, radioactive material handling. 
  • Writes reports of breaches and findings. 
  • Instruct the System Operators on the final decision on non-intrusively inspected cargo. 
  • Maintains awareness of modern smuggling trends and concealment methods. 
  • Review classification of articles and assessments of duty on merchandise 
  • Ensures detailed records of intelligence material are kept; records incidents in which contraband material is identified. 
  • Coordinate operational activities to detect and deter the movement of prohibited/restricted items. 
  • Determines enforcement follow-up action necessary to achieve compliance and ensures documentation preparation. 
  • Countersigning of decisions to change ASYCUDA risk rating. 

Human Resources Responsibilities 

  • Performs quarterly evaluation of image analysts. 
  • Provides day-to-day supervision in the continual performance improvement of the Section.? 
  • Guides the Image Analysts in interpreting the policies and procedures to determine proper courses of action.? 
  • Participates in developing the Section Workplans and assists with preparing staff appraisals.?? 
  • Conducts periodic reviews of direct reports by work plans.???? 
  • Conducts assessment of direct reports based on performance assessment criteria and prepares performance reports.??? 
  • Assists with performance management to achieve or maintain targets and standards.?????? 
  • Provide leadership and guidance to staff through coaching, mentoring, training, and support as needed.??? 
  • Recommends disciplinary action where necessary in respect of direct reports.? 
  • Reinforces strategies and objectives of the Section that are communicated to the staff.? 

Management/Administrative Responsibilities 

  • Monitor and review the section’s performance to ensure its agreed performance targets are met.? 
  • Documents and maintains Standard Operating Procedures for areas of responsibility.??? 
  • Ensures the staff has the necessary tools and equipment to perform their functions effectively and efficiently.? 
  • Liaises with the Technical Manager in preparing the Senior Director's quarterly performance appraisal reports of X-ray machines.

  • Identifies and incorporates the interests and needs of customers in business process design.

Minimum Required Education and Experience

  • First Degree in a related field of study from a recognised tertiary institution.  
  • At least five (5) years of working experience in a Customs, Sea, Air or Regulatory Department. 
  • Supervisory Management training/experience 
  • Specialized training in drug enforcement (both local and international). 
  • Training/Experience in the use of radiation detection equipment 

 

Special Conditions Associated with The Job

  • Work will be conducted in various offices with standard equipment and specialised software.  
  • Involves working in a fast-paced environment with ongoing interactions with critical stakeholders. 
  • On-call 24 hours. 
  • Working with materials containing radioactive sources. 
  • Work in a dust-filled environment with significant noise pollution, severe heat, and hazardous heavy equipment proliferation. 
  • Rotate between various locations every week and travel to other places island wide. 
  • Standing for prolonged periods. 
  • Commute with and use heavy handheld equipment to conduct secondary and tertiary examinations of potentially extremely radioactive hazardous palettes/containers. 
  • Exposure to risk from local and overseas law enforcement and intelligence operations.
