The Systems Analyst is accountable to the Director, Information Systems, for the effective and efficient design, maintenance and improvement of the organisation €™s applications.

 

The Incumbent’s Operational RESPONSIBILITIES will include, inter alia 

  • Translates business needs into software design 
  • Communicates software design to Programmers/Web Developers 
  • Assists all organisation Units in the determination and verification of business needs. This includes new software components or changes to existing software solutions 
  • Elicitation of business requirements. The incumbent will be responsible for the extraction of the needs and capabilities of the proposed software or software change. 
  • Stakeholder management. Ensuring that all persons affected by or associated with proposed software or software changes are engaged in a timely manner. 
  • Determining impact of proposed software or software change on stakeholders. 
  • Ensures communication management between stakeholders associated with a business need and affected by software solution implementation. 
  • Verifies, validates and prioritises business requirements. Ensures that stated business requirements will efficiently accomplish the intended results. 
  • Creates software requirements based upon business needs. These include functional and non functional requirements. 
  • Investigates and provides solution options based on stated business requirements. 
  • Develops and hands over solution requirements to Programmers/Web Developers via Divisional protocols. 
  • Works with software development team and other implementers to ensure that requirements are met and that changes being suggested in the solution implementation are properly vetted. 
  • Evaluation of solution (new or changed software) when it has been completed. Systems Analyst will ensure that the business and solution requirements are met. 
  • Engages stakeholders after solution has been implemented, to ensure satisfaction, based upon requirements and also ascertains further considerations/improvements for the solution. 
  • Management and filing of analysis artefacts to ensure adequate documentation of analysis process and reuse as necessary. 
  • Development of Key Process Indicators and evaluation of existing and proposed software and software modification. 
  • Engages stakeholders internally and externally as necessary and guide analysis meeting. Assists primary business process owners as necessary with stakeholder engagement. 
  • Assists in the Commission’s enterprise planning activities, especially as it relates to the use of Information Technology and how it can assist, integrate, automate and expedite processes to realise business needs in a timely and efficient manner. 
  • Liaises with all members of the Information Systems Division as necessary, to determine the Division’s capacity to support solutions needed to satisfy business requirements. 
  • Makes suggestions to organisation on ways to improves business functions by way of automation.

 

Qualifications:

  • Undergraduate Degree in Management Information Systems /Computer Science or equivalent qualification. 
  • Formal training in Business Analysis and/or Project Management, will be an asset 

 

Experience:

  • A minimum of three (3) years’ experience in designing systems for various development environments. 

 

Skills & Competencies

  • Excellent elicitation and documentation skills. 
  • A solid understanding of web applications, including security, session management, and best development practices. 
  • Adequate knowledge of relational database systems. 
  • Strong organisational skills to simultaneously handle multiple tasks within the constraints of timelines and budgets with business acumen. 
  • Critical thinking ability and strong problem-solving capacity. 
  • High-level written and verbal communication skills. 
  • Project management skills. 
  • Knowledge of data modelling and data visualization tools. 
  • A team player with excellent communication skills. 
  • Ability to inspire confidence in others, command respect of others and to respect the dignity of others. 

 

Specific Knowledge

  • System and/or Business Analysis Domain 
  • Knowledge of the Integrity Commission Act and all other applicable laws, regulations and policies associated with the discharge of the mandates of the Commission. 

 

Working Conditions

  • Typical office environment, however, some travel required. 
  • Irregular hours from time to time. 

 

 

 

GENERAL

Appointments will normally be on the basis of a Three-year Contract in the first instance, which is renewable based upon performance. A Gratuity of 25% of Basic Salary is payable upon the satisfactory completion of the contract period.
